The Tempest of Neptun

For half a century, the small Croatian island of Vis was a military base and thus closed for tourism. With its sand-coloured rocks, surrounded by the sky-blue sea, the island was home to the second fish factory in the world - canning sardines - that has since two decades been bought by a South African investor who sees it as a plot of land to build more accomodation. Through the act of direct democracy islanders try to reach out to the authorities warning how development plans could negatively affect life on this remote island. To the rhythm of the waves, this documentary tells a story about sustainability and the cohesion of a community.
